Alison Evenden | LLB (HONS)

Position: Chair

Alison Evenden is a partner of Adelta Legal after merging her previous practice of Evenden & Associates with Adelta Legal in 2011. Adelta Legal whilst based in Adelaide continue to operate a branch office in the North East and also at Morphett Vale. The firm has grown significantly in recent years and is recognised in Doyle’s Guide as being one of Adelaide’s leading firms in family law, estate planning and estate litigation. Alison herself has also been recognised in Doyle’s guide as one of Adelaide’s leading lawyers in estate planning and administration. Alison has over 30 years’ experience in legal practice and has a strong commitment to encouraging growth and opportunities for young and disadvantaged people.

Alison regularly speaks to community groups about legal matters of interest and was a long standing member of the Succession Law Committee of the Law Society. She has also served as a member of the Residential Tenancies Tribunal and has strong community links with the City of Tea Tree Gully. She is also the Chair of Burnside Retirement Services Inc., another not-for-profit association, which owns and operates a Retirement Village in the Eastern suburbs of Adelaide.

Alison joined the Board of North East Development Agency in June 2002 and was appointed Chair in 2007.

Garry O’Shea

Position: Deputy Chair

Garry O’Shea and his family originally from NSW, have lived in the North East area since 1999 following numerous work-related transfers taking in three states, 12 towns and included a two year posting to Papua New Guinea.

Garry’s 38-year long career in the finance industry spanned stints within Westpac, Toyota Finance, ANZ and 6 years as CBA State Manager, Local Business Banking in South Australia.

He is passionate about assisting local businesses and has an established consulting business, which allows him to use his experience, working closely with business owners assisting them achieve their goals.

Garry has extensive Board experience and apart from NEDA, has been previously on the Board of the Tea Tree Gully Golf Club, Chairman of Hockey SA and also Chairman of both the Adelaide Region, Industry Leaders & Network Groups.

Garry joined the Board of North East Development Agency in 2011.

Stephen Tonkin | BA (ACCTG) FCPA, FTIA, CPA

Position: Secretary/Treasurer

Stephen Tonkin is the principal of Tonkin Accounting at Tea Tree Gully. He has been a member of the Board of North East Development Agency since 1992 and has served as Chairman, Deputy Chairman, Secretary/Treasurer, Member of the Investment Sub-Committee and the North East Vocational College Public Gift Fund Committee.

Stephen is also a former Councillor of the City of Tea Tree Gully. He is very passionate about training and youth employment and has a long history of community involvement, particularly in the north east Adelaide area, having served on the Boards of Avago Youth Employment Program Incorporated, Maxima Group Training and Kings Baptist Grammar School.

He is a founding member of the North East Development Agency still serving on the Board.

Barry Winter | JP

Position: Member

Barry Winter has been a member of the North East Development Agency since August 2005 and has been especially interested in the provision of services to young people. He has recently retired after 12 years as Tea Tree Gully Councilor for Pedare Ward. (Golden Grove, Greenwith and Salisbury Heights).

Barry’s professional background in Sales Marketing extends over 33 years. He has retired within the Courts Administration Authority as a Special Justice, is a current Justice Of The Peace and member of the Royal Justices Association.

He enjoys his personal involvement in the community which includes roles associated with small businesses, youth, aged persons and sporting activities. He has served on various committees, Golden Grove High School Governing Council, Kids for Landcare committee member, the Golden Grove Recreation and Arts advisory committee and the Murray Darling Association committee. Barry also has a passion for aircraft and aviation and has been a private pilot for 28 years.

Barry joined the Board of North East Development Agency in 2005

Roman Kowalczyk

Position: Member

Roman is the State Manager of Amelie Housing. He has more than 20 years’ experience in organisational leadership and relationship building with clients, staff and non- government agencies.

He has significant experience in managing assets and undertaking strategic decisions on current and future property usage in partnership with the three tiers of government, not for profit organisation and customers.

He is an experienced manager who is able to provide high level input to influence corporate, strategic and business planning, asset management and service improvement initiatives.

Extensive experience in monitoring and managing regional key performance indicators in line with audit, budgetary and corporate requirements and proven ability in leading and managing the development and implementation of regionalised housing and homelessness plans, encompassing housing and accommodation strategies and the establishment of corporate and regional priorities.

Roman Joined the Board of North East Development Agency in 2018.

Bill McKenna

Position: Member

Bill McKenna has over 40 years of operational experience in the small business sector, initially gaining experience working with multi-national companies in the automotive arena, predominantly tyres, wheels and suspension. While Adelaide is home Bill has worked both interstate and overseas furthering his knowledge and reach, including working within the Formula 1 fraternity for some years.

Bill was instrumental in creating an import business that over time allowed him to acquire Australian distribution rights for various ultra high performance components and products that in time has developed this into an export business via value add work supplied in Adelaide complimenting the various aspects of the businesses he operates.

Bill has a passion for self improvement via education and training while his family consists of him and his wife.

Bill joined the Board of North East Development Agency in 2019.

Domenic Federico

Position: Member

Domenic started his journey into the Construction Industry in 2009, by undertaking an apprenticeship in Carpentry and Joinery at North East Vocational College. After becoming a qualified Carpenter and Joiner at age 21, he established his own company - Domenic is the Managing Director of Federico Constructions Pty Ltd.

Domenic has over 14 years’ experience in the Construction Industry and has undertaken a variety of building tasks in the residential and commercial sectors, working with a vast range of Builders, Developers and Contractors to build in not only South Australia but also Victoria, regional New South Wales, and Queensland.

Domenic is passionate about inspiring the younger generations to gain experience in the industry so works closely with employment and training organisations to provide as many opportunities as possible, for apprentices to join his business and learn the trade. Federico Constructions has been successful on many occasions, in supporting Apprentices to achieve their qualifications.

Domenic joined the Board of North East Development Agency in 2019.

Tanya Cole

Position: Member

Tanya joined the Board of North East Development Agency in 2020.

Jasmine Stone

Position: Member

With extensive commercial experience, Jasmine has been working interstate for some of Australia’s most iconic brands including Qantas, Nova FM, SBS and the global market intelligence agency Mintel. Jasmine has a keen eye for identifying opportunities and developing plans that help achieve them.

When Jasmine returned to SA in 2020 she helped launch the French software engineering college “42” into Australia with the first campus being in Adelaide. The school’s purpose was to help solve youth unemployment. She now represents a range of national brands acting as the ambassador for each of them.

She is passionate about education, training and giving today’s youth the chance to develop their skills in any discipline they choose. She holds a Masters in Marketing from Charles Sturt University and holds industry awards for her previous roles in Advertising.

Jasmine joined the Board of North East Development Agency in 2022.
